I say it's safe. One needs to avoid shifting loads off center of lug, but with the others remaining in place, loosening or replacing one at a time permits no motion of the wheel relative to the hub/other lugs. Morris hits it, the lug system is designed to accept more abuse than sitting still on ground with one missing for a few moments.
