I have a 1998 Discovery, i notice that my fan blades got broken and could not get any heat, took it to a garage bought a replacer blade, and was told later that my streeing has locked, several attempts were made by the merchnic but could not. I tried also to unlocked the steering by using the keys but was unfortunate. can any one tells me whats going on.

Sadly the key is made of a harder material then the ignition set. Most of the time this wears out the ignition set before the key. Try putting a little oil on the key and wiggle in the ignition then pull out wipe off and repeat you may remove enough of the floating metal to use the ignition. Otherwise you will need to replace the ignition.
