I replaced this hose, item 1, tonight as it was rotten and after trimming, too short.

What is item 2?

How does allow the Rover to run?

So what impact would a leak in the hose have for performance or economy?

it will effect fuel pressure, not sure how it will effect economy, but the odds are it would run like crap.
