Besides checking for the obvious (dirt over the rain sensor, if fitted, although that's more likely to cause random wipes), I'd say your car audio installers definitely tapped into something they were not supposed to tap into.

Bluebird has it right - wiper stalk has ben nocked up one notch into AUTO mode - i.e. the car decides when it wipes the windshield.

Moving the wiper stalk down one notch switches it OFF.
