98 disco no voltage to inertia switch 5.4v to fuel pump HELP!!

My 98 discovery just quit..it turns over but theres no pressure in the fuel lines and NO power to the inertia switch going in or out. Theres only 5.04v going into the fuel pump (not the usual 12v. followed by 5.04 that i'm told it should get) Does the power go into the fuel pump relay before the inertia switch or after? If this sounds like it might be the Relay can someone tell me which relay it is...(i know its located by the kickplate but theres a bundle of relays there) Yes this is the first problem i've had since i bought it 6 months ago..i'm told that could be some sort of record...HELP!!!

I've not had a problem with mine, but below (in my sig) you can download the shop manual on cd.

The botttom version has everything, but you must unzip the files.

It will contain all electrical, incl. diagrams & location of components
