Dim headlight/ No fog light

I have a '98 Disco that has a dim driver's side headlight when switched to the highbeam position. The driver's side fog light is completely out. Does this sound like a short, or am I looking at a fuse?

I would check the bulb itself on the fog lite, and the bulb and ground on the headlamp

Fog light could be bad or bad wiring.... high beam... are you sure the bulb is working or are you just getting the little 5v parking light bulb to come on?

I get the 5V parking light on the drivers side when I switch to hight beam. Passenger side if OK.
