Fuel pump not engaging 97 RR 4.6 HSE

Our 97 Range Rover 4.6 HSE isn't starting. We recently replaced the fuse block (under the bonnet) and everything was working properly for a few weeks. Now, relay #15 has to be jumped for the truck to start. Has anyone else experienced anything like this, or have any ideas of what the issue may be?

Hey Mike,

Thanks so much for the reply. We replaced it with two different relays that we know works and it didn't make any difference. Other ideas?
