high rpm's

my father has a 1996 discovery 2 when he starts it the tac reads 2000 rpm's and it is hard to put in drive at that speed of the motor. it continues to idel high as he goes down the road, 2000 rpm's. he has a hard time to stop when the motor still wants to go fast. he has it at the dealership now and even they are out of things to try. they changed the computer with no help which they are going to give his money back for. now they are saying he needs a engine wire harness. in which they can not locate. my father is a machanic for 60 years and can not seem to get a grip on this. any help from you would be appreciated. thanks,

My two guess' without knowing any history on this vehicle.

1. Stepper motor needs cleaned
2. Fuel pump is clogged

Again without knowing any maintenance history or anything.

I Just reread you first post... there is no such thing as a 1996 D2.... If it is a D1 a 1996, then I would also change the fuel filter.

he was not sure what it was, the rover was in the shop and he could not confirm. he is 80 years old and he guessed it was a discovery 2.
he just had the fuel tank changed out cause of factory recall and had them change the fuel pump while they were in there. again the dealer is telling him he needs the engine wire harness changed out. he bought one and told them if it does not cure the problem he wants them to buy it from him. they payed him back for the computer they installed with no cure. thanks for all your help. dominic

Okay, if the fuel pump was changed then he may need to remap the ECU for the new pump. If he is having the work done at a rover shop, they should know this... if not, then they probably do not have to correct equipment to even diagnose the issue.
