if you look at the 4x4 info screen and you see the rear go from unlocked to locked, is that an accurate indicator of having the hd package?

All LR3s have a locking center diff, so the matching padlock on the 4x4 GUI screen will show that diff doing its thing on all cars (meaning it's green when unlocked, turns red when locked.) All cars also include a padlock icon for the rear diff. If you don't have rear lockers, you will notice that icon always turning red along with the center one. If you have LRD, the related icon behaves independently of the center one, and may turn red or stay green regardless of the "condition" of the center differential.

Another way of telling for sure is to, well, slide under the car... The actuator / solenoid wiring harness for the electronic rear lockers mechanism should be easy to see sticking out of the rear differential. If there are no wires coming out of it, you have no lockers. Here are some pictures that should make it clearer:
