Really find it hard to believe this is not coming from right in the cabin, right behind the wheel...one thing to consider is that if it got quieter, maybe it is still the clock spring. Obviously there is a bad batch of something out there...

Update: Warranty adjuster went to LR to look at rack and pinion. Failure was verified.
Same issue here for years with my '12. It sounds just like material rubbing in material when the wheel is turned. Nothing more mechanical than that. I have applied some lube in gap between steering wheel and main steering column. Worked for a while and then came back. Not worth pulling everything apart in my situation.

Rack and pinion part LR080151 replaced. Just got truck back Tuesday. No noise. Apparantly this part is no longer made....seems like a remanufactured part from England LR was used. Steering is tight.....it is strange to be able to drive without hearing that noise. 3rd party warranty paid $2300. Sorry this is not actually an easy fix with grease or spray.

when i got in my car this morning it dawned on me that I have not heard this whirring sound in a long time. for me it appears as though a change of the power steering fluid did the trick. note that i still had the sound immediately after changing the fluid. I think it took a hundred or so miles to go away.
This may be a cheap fix for some of you. worth a shot instead of the cost of rack replacement.
i used Pentosin CHF202 fluid. it took 2 quarts to change the fluid. if you want to flush the system, you may want to get 4 quarts.
