I has my LR4 in the garage to replace the Emissions pump beside the carbon cannister. Upon started the vehicle the EPB would not release. After using an iCarSoft diagnostic tool to try and release the EPB, the tool failed to communicate with the EPB. it also is suddenly unable to communicate with other modules. The battery is showing 12.4 volts and the vehicle starts great. Any ideas?

Have you tried the physical emergency release cable accessible under your cup holders? Remove cup holder and unscrew metal drip pan and you should see a small wire loop.

Gently and with care, pull on this loop and often this will free up the asserted brake. But, sounds like you have other problems related to it. I guess we all do or will at one time or the other. My inspection is due in June and my EPB does not apply. So I am gearing up to first try to adjust them and if no luck, tear them down and rebuild. I think my EPB module and cables are still OK, but a nightmare to replace that if needed.
