'99 Disco overheating

I have an overheating problem in my '99 Disco with about 105K miles. It's fine on the highway, or back roads if you keep moving. If you're in stop and go traffic, the temperature starts to climb.
Here's what I've done so far: Removed the radiator and had it professionaly flushed, replace the sending unit, replace the upper radiator hose, replaced the head gaskets (did the valves while the heads were off).
Added: forgot to mention I replaced the theromostat and the fans are working fine.

All those things needed doing, at least to some degree.
Any other ideas????

I have to admit I'm not super familiar with Discos, but most cars have an auxiliary fan to help blow air through the radiator when you are stationary - have you checked there? Those fans, especially if they are electric (versus being driven off of a serpentine belt), can fail and you'd never know it until your car started to overheat. You also wouldn't notice it when moving since the additional air flow covers up the fact that they aren't working.

Another thought could be a stuck thermostat. Have you replaced your thermostat? If it is holding the radiator closed, it would eventually overheat.

I forgot to mention that I replaced the thermostat and that the fans are working fine - I also added it to my post.

Could still be a bad radiator, or the clutch is bad on the main fan. I presume when this happens you are full of antifreeze, and you have used distilled water and not tap water to fill the radiator with.
