Cruise Control, 99 Discovery 2

I have been troubleshooting a CC problem on my 99 Discovery 2. I think I have it narrowed down to the vacuum pump. The voltages at the connector going into the vacuum pump seem to be correct with the CC switch turned on but the pump does not run. In some of the other threads on this problem bench testing the pump was mentioned. How do I go about doint this? Power supply, battery ??

how about pulling off the hose to cruise control and snipping a little since its probably cracked.
