Can't you just turn "Lazy entry" on or off though, or is that something else?
On mine, the power steering wheel adjuster knob just twists to the on and off positions.

My '05 HSE lets me adjust the driver's seat at any time. The passenger seat requires a key in the ignitition (which is actually pretty friggin' annoying because my wife always leaves it way back after a road trip and then I can't raise or lower the 2nd row seats until I get a key in the ignition to adjust her seat)
