Tiny bulb in headlight assy??

In the bottom of the headlight assembly, in my 2000 DII, there is a itty bitty lightbulb. What the heck is it for, and how do I turn it on??? (Or is this something the PO added?? It is very similar to where you would find a strobe bulb in an emergency vehicle.)

I searched the forum and learned plenty about headlights, but didn't find anything about this mystery bulb.

This little bulb is actually part of the parking lights, turn on the parking lights and see if it lights up, if it does not, then the bulb is blown and needs replacing.
