Can you take a close up? I looked at your other thread, other than the 2nd level of the rack, I'm not sure I see anything else? Or is that what you mean?

If that were the issue, I'd start by buying a piece of cut lexan, drill a few holes, zip tie and test. IF that is the issue (space between floor of rack and retaining/side), then you could have something cut and mounted much cheaper than anything else that would be ill fitting.

I'd start by going to some place like onlinemetals.com (if no resources local), have them cut a 1/4 inch piece of acrylic or lexan and put a strip of electrical tape as a buffer along the rails to protect that nice Urban powder coat, then zip tie it to that frontal section and drive around. I get what you mean, you have both the upper bar and lower bar which will create noise. You will probably have to do both, cover the front section (vertical) with a fairing as well as disrupt the air flow underneath the rack.
