I'm guessing the tank has to be dropped to replace the filler neck? If so, wouldn't they also have to unhook or move or touch the DMTL pump?

Ever smell gas when you really shouldn't? Mine was intermittent and an inside odor. There have been some bad repair stories (likely incompetence) but JLR seems to have the part itself and the repair figured out. After all, the recall involves roughly 110K LR4 and RRS.

Yes.
Otherwise, you will have a fuel leak and be stranded.

Curious if I'm missing something, but I don't see how failure to do the recall would lead to being stranded? Fire, sure, and I guess that would result in being stranded, but with the flange on the top, I don't think the tank would empty ?

The fuel tank cap deteriorates from the ethanol fuels.
This can cause the fuel line to detach from the cap.
I've seen it many times. Usually from people that ignore the first signs of a fuel smell.
