Blower fan wont spin

Good Morning.

My blower motor stopped turning.

Pulled it and it spins on 12v.
Replaced the resistor and fan still does not spin. Only 1.9 to 2.6 v at the fan harness.

HVAC panel lights. Only gives 21 and 22 errors.

What else is there to look at other than I was sold a bad resistor.

What year/model Discovery? Could be a bad switch, could be corrosion at the fuse block.

I would check corrosion at the fuse block, that is where the fan wire comes from and normally causes this issue. I have made more than one bypass wire for this issue. (fused of course)
