Rear control arm causing stiff steering?

Would a bad rear control arm cause a stiff steering wheel? I know it needs to be replaced, but I don’t know if it would cause this steering issue.

When making a turn, the steering if pretty stiff and doesn’t easily go back to straight after the turn. This only really happens at low speeds.

I would check your lower steering shaft. It can cause a tight or binding feel.

It could be bad control arm. It still has other common reasons cause the steering issue. You can check if the power steering fluid level is low or thick. Check it first and replace/refill if it is.
