I may be wrong, but I don't think those speedo controllers will work on a DII because the ECU determines speed through all four ABS wheel sensors, not just a transmission sensor. You can get rid of the plastic jack/battery box combo to increase room for two batteries. You then need to install a dual battery tray to fasten them down. I think 9500 is probably good. This may be a silly question, but have you checked the steering fluid level? The cost of fixing it depends on what's really wrong, all we can do is speculate possible causes, so don't start pricing parts until you know whats broken. You've checked everything I would check. If the switch light comes on, power is being sent to the cruise control ECU.
