Anyone know what this plastic thing is?

I finally got my license plates today and I received the LR4 in July lol. I had been driving around with expired paper plates and cops didn't seem to notice or care. When I first got my LR4 first thing I did was pull the front plate and set it on a shelf. Now I'm re-visting the plate holder so that I'm ready when I travel to/through a nanny state and found a plastic device on the frame. There isn't a way to open it w/out hacking/breaking it and there isn't anything sticking out of it like a camera. Anyone know what it is?

Seems like a better way to go compared to a windshield sticker. We don't have tolls around here in Nevada. The LR4 came from CA and I don't remember traveling on a toll road there. Maybe the Bay Area has them.
