Update:

Replaced the starter and NO DICE!

I’d really like to figure this out but I may either sell it or send it to Land Rover indy.

Try pressing down on the stiff brakes till the point where you think it won't go down any further, push down some more, and then press the button.

Brake switch has 4 terminals - pin 4 gets constant 12v via a purple/yellow wire, pin 3 is ground via a black wire. Pin 1 is normally open, connects to pin 4 when you press the brake pedal, goes to the ECM and should read 12v when you press the pedal, green/purple. Pin 2 comes from the ECM, is normally grounded, and opens when you press the pedal, blue/red, and should read 0v with the pedal released, 12v with the pedal pressed.

If you pull the connector and want to simulate the pedal being pressed, jumper pin 1 and 4, leave 2 and 3 open.

There's a fuse that protects the 12v line to pin 4, 5A, fues 14P in the central junction box.

Good news is, it’s most likely electrical. Put a socket on the crank pulley and it turns easily.

Starter works independently, jumped it with straight 12v B4 install

Does the old starter work?

Brake switch and starter relay would be the next things I’d check. Maybe ground wire to the starter just to be sure (even though it looks clean).

Jumping the starter relay gets it to click but it’s not moving the flywheel.
Almost like it doesn’t have enough juice to move it.

I can turn the crank by hand though so I know it’s not locked up.
